Nineteen of the Russian's 21 titles have been won on hard surfaces
A comeback the Russian player claimed his first championship for 882 days with victory over opponent Moutet in the tournament final.
Medvedev, a ex- top-ranked player, has experienced a challenging period, winning just one match at the big events and suffering a setback at the American major.
Medvedev's varied form on the professional circuit - and difficulties with his serving in particular - caused him dropping out of the world's top 10 and eventually parting ways with long-time mentor Gilles Cervara.
Currently training with Thomas Johansson and his other coach, the tennis star has steadily progressed in the recent weeks - peaking in a closely contested competitive win over opponent Moutet.
This marks the player's first title following the Rome competition and maiden on a hard court since spring of 2023.
Success also indicates Medvedev has achieved 21 victories at twenty-one various competitions.
"It's the first time I am participating in a competition with my children together, so to get a championship is particularly special," stated tennis professional Medvedev.
"This championship is in honour of my second daughter Victoria, because the first title I achieved when my older daughter Alisa was born was for her."
The tennis star, the 2021 US Open champion, had lost his previous six title deciders, including in Halle previously this season.
His counter-punching play style and frequent reactions on the playing surface had prompted some to doubt if his capacity to compete at the top level was finished.
But the 29-year-old has implemented adjustments in the last few weeks, attempting to advance forward and play assertively, backed up by an enhanced service.
Medvedev fought back from a deficit in the initial set against the challenging Frenchman, taking four of the last five exchanges to gain the advantage.
The competitors swapped service breaks in the middle set before the Frenchman, striving for his initial tour victory, gained dominance to push for a decider.
Moutet defended 4 initial opportunities in a tight final set before Medvedev won the break to that score to close out the victory.
Suitably, he earned the win with a rally at the net area, with Moutet failing to handle a shot after a lengthy match.
